NES does not endorse bandh

ITANAGAR, Mar 24: Taking strong reservation over the proposed 12 hours ANSU bandh on March 26 in the Capital complex, the Nyishi Elite Society (NES) today said that it not only disassociates from it but also does not endorse the proposed “illogical” bandh call.

NES stated that, the bandh is going to badly affect the poor vegetable and meat vendors in the Capital complex, most of whom are from the Nyishi community. It is going to adversely affect the poor Nyishis due to the Nyishi community based organization like ANSU who is supposed to work for the betterment of the Nyishis, the NES said in a release.

The NES had been endorsing some of the genuine community issues including bandh calls of the All Nyishi Students’ Union (ANSU) in the past, the release said.  However, regarding the bandh call on the Pre-Paid Energy Meter (PPEM) issue, “we have strong reservations and made our stand very clear, since the PPEM issue is not a Nyishi community based issue nor a Nyishi area issue, rather, it is an issue of the entire dwellers of the Capital complex coming from all communities of the state and outside,” the NES said. As the compulsory installation of PPEM has been withdrawn on 4th February 2015, it is no more an issue now and hence, there is no locus standi to justify the bandh call, the NES said while adding that bandh call coincides with the students’ multifarious productive activities like examinations of universities, colleges and schools for building their future.

“We need to be adaptable to new technology which is susceptible to protest without knowing the advantage as was done during the advent of the computer in the country,” it said, adding that, the PPEM already installed have been given the option for pre-paid or post paid meters on written request from consumers.

Informing that the NES does not subscribe to any strike calls from any organizations according to its decision which was passed in the Yazali Silver Jubilee conference of 17-21st April 2013, the Society said that  the democratic protest should be on the principle of established system  like  submission of the representation/memorandum, dialogue, ultimatum, peaceful protest and finally the strike stage after giving considerable time for redressal of any issue.

It further requested the state Govt to ensure peace and tranquility during the bandh call.

Meanwhile, the NES appealed to the state Govt to conduct an exposure trip of all the NGOs like Itanagar/Naharlagun Market Welfare Associations (I/NMWA), All Arunachal Pradesh Students’ Union (AAPSU), community based students’ unions, youth and women organizations, media, panchayats and municipalities to outside  the state to study the merits and de-merits of PPEM. The Government should facilitate PPEM online re-charge facilities and also make 24x7 dedicated Complaint Redressal Centre (CRC) available at designated locations in sectors and market area.

Questions arise over fairness of SIT investigation

ITANAGAR, Mar 24: The recent arrest of five persons for their alleged involvement in APPSCCE paper leak case has deeply divided the public opinion. Sections of people, especially the family members and close relatives of the alleged accused believe that in order to protect the actual culprits at the top, their relatives are being made scapegoats.

“As per the press statement of the SIT published on 22nd March, it seems like the investigation team is trying to make lower rank officials scapegoat to save some people. This can be substantiated by going through the Arunachal Pradesh Public Service Commission rules of procedure & conduct of examination guidelines, 2012. Wherein, section 48(iii) says that examinations related materials will not be kept for a maximum period of 3 years. How can a person be held responsible for giving out old question paper?” questioned one of the relatives. Further they added, “Section 34(i) says that the particular examination materials to be used for the day of examination will be decided by the commission in presence of secretary, joint secretary/controller of exam (COE), deputy secretary, under secretary and so concerned. It is learnt that both deputy secretary and under secretary alleged in the case were not at all involved in the entire recruitment process of APPSCE-2014. Therefore how can they be accused of wrongdoing?”

Further, they added, “Section 31, clearly spelled that the setting of question papers will be outsourced to reputed firms by observing codal formalities. Subsection 31(i) says that in case of outsourcing is not possible a question bank may be maintained by the commission for reference which will be updated periodically to include more questions from new/emerging fields in current event. And, the subsection (vi) of section 31 says that no one working in the commission will be engaged to set question paper and moderate it. Section 33 (i) to (vi) specifies the direction for storage and maintenance of question papers. In these sub-sections it is clearly says that question papers will be kept in strong room and one key will be kept with COE and another with authourized officers as decided by commission; and necessary log book will be maintained for entry and exit in strong room.”

“How a person who was not assigned duty and one who was not present in station could be held responsible in this case. Since the GS paper is usually set on the basis of current affairs, how could the question set four years back in 2011 was used for state’s prestigious civil services recruitment in 2014,” they questioned. Also since the question papers were stored in a strong room and the key was with controller of examinations and authourized person decided by the commission, it is nearly impossible to leak question papers without knowledge of official custodian, they added. The family member and relatives have appealed the SIT to unearth truth rather than eye-washing public and the aspirants.

Declare results

Dear Editor,

It has been more than two months since the conduction of UDC written exam by the Hon Guwhati High court, but result has not been declared yet. This delay is creating suspicion among the candidates.

OMR sheet can be evaluated within very short period of few days. So it is out of our comprehension why they are taking so much time to declare the results of the written exam.

Written exam of Sheristadar was also conducted by the same authority whose result was declared within two months.

So we the aspirants appeal the concerned authority to declare the results of the written exam of UDC as soon as possible.

Yours,

Candidates

A draconian imposition

Dear Editor,

It is learned that the commission is going to conduct the APPSCCE mains exam 2013-14 from the first week of June which will curtails equal right of the RGU and other university students as well. More than seventy percent of the candidates are student, with no fault of ours why should candidates of various universities be forced to face unequal competition which is against the spirit of the law of land. Why the Commission is in a haste to conduct just after the RGU exam? And what about those students whose academic exam run till last week of June? Can’t the commission postpone the mains exam till July or August for student’s sake?

Usually routine for mains exam are advertised prior to thirty days or forty- five days thereby allowing at least one month for aspirant to prepare well for the exam. The university exams last till the end of May and appearing for civil service mains exam with hardly one week in hand to prepare for is a draconian imposition.

Therefore, I appeal the commission to fix the date of mains exam keeping all these factors under consideration otherwise there will be litigation, hunger strikes and demonstrations.

Yours,

A candidate

High fees

Dear Editor,

Through your esteemed daily, I would like to highlight that there are many private coaching institutes in Itanagar, Naharlagun and Nirjuli which demands sky scraping fee from students for admission. Well, they are doing a commendable job in preparing the young aspirants in achieving their dream. Also, with the passage of time the competition level is raising day by day. Almost all the students have understood this reality and they wants to be trained in the best institute and by the best teachers.

Unfortunately, due to high fee structure, lots of students fail to get admission. These institutes should have bit of humility for students since we are the future.

I would be glad if the concerned ministry, NGOs, parents and student leaders look into this matter seriously.

Yours,

Nyalen Hakom

Intervention with good strategy needed

Dear Editor,

This is in reference to PM’s inspiring Mann Ki Baat speech to Indian farmers. One remembers verse 1032 of The Thirukural (book of verses written by Tamil Poet Thiruvalluvar) which says "Farmers are the linch-pin of the world, for they support all those who take to other work, not having the strength to plough."

India which is fourth largest economy of the world has transformed itself from a food deficit nation to a food surplus country by using technology to step up its agricultural produce. But the  problem which is looming large is that -many youngsters in rural areas find working in farms and fields unattractive & non-profitable. So  they instead migrate to cities in search of greener pastures. An urgent policy intervention coupled with a good strategy is needed, which will make the profession of agriculture attractive for them & also add respectability to their profession and would thus pave way for a second green revolution.

Yours,

T.S.Karthik

Commendable work

Now this group of people with cheap intentions need real lesson. Teach them such a lesson so that no men dare again to play with others hard work and future. Least of mercy should be shown to them for the harm they did to so many aspirants. Let law of the land prevail.

Give us what we want

Dear Editor,

A salute to the SIT for arresting the culprits behind APPSCE paper leakage but I don't think this team will give us what we want. As per news carried in local dailies, four of arrested person have been admitted in RK Mission hospital (not in jail). Shall we call this arrest as a pre-planned arrest? This reminds us the arrest of former Chief Minister G. Apang in 1000 crore PDS scam. He was also admitted in the same hospital. What happened next? The whole episode of PDS scam perished where as masses was waiting to see all those listed names walking into jail. This time also we are waiting for an exemplary punishment to the culprits behind paper leakage. But as of now it’s in the same route of PDS scam. Hope this SIT will make us believe in law.

Lastly, we fail to understand why our Medias are so paralyzed. Atleast they should have made the news with photos of arrested persons.

Yours,

D.Hania

Incidents of extortion and looting by hardcore criminals as well as student leaders have emerged in the last couple of days. Ziro police arrested four extortionists and also recovered huge cache of illegal arms from them. The incident raises serious question marks over effectiveness of police check gates.

The Arunachal Pradesh Police has set up check gates at Kimin, Yazali and Doimukh which are gateway to the district. How can the criminals enter district headquarter passing through these gates without being caught as they were carrying illegal firearms? The report about student leaders of district involving in goondaism activities is a matter of deep concern. The citizens of Lower Subansiri, who are considered to be peace loving and well educated need to rise up against such criminals and take strong steps to make district a safe place for tourists as well citizens.  People will have to keep aside the tribe and area allegiance in order to fight against the criminals. Often in the past people of Lower Subansiri district have shown way to rest of the Arunachal and again it is time they collectively take lead in this fight against the extortionists  and organized criminals. They just cannot afford to turn one of the most developed districts of state into a crime hub. Big responsibilities lie on the people of Lower Subansiri district.
